Request For Proposals (RFP) – Reentry Navigation Initiative: The Road Home

There is immense untapped talent to mine from returning residents, and the groundswell of support for restorative criminal justice reform provides an opportunity to take meaningful steps in a more just system. In response, the Chicago Cook Workforce Partnership, in collaboration with the Cook County Justice Advisory Council, is launching The Reentry Navigation Initiative: The Road Home program, an 18-month demonstration project intended to address the holistic needs of people returning to Cook County from incarceration. Launching in July 2021, The Reentry Navigation Initiative: The Road Home program will offer 150 prerelease eligible participants enrollment into a comprehensive reentry program that will address the barriers of returning successfully to the community.

Service providers will implement and deliver a pre-prescribed three-phase program model intended to provide the necessary supports pre and post-release. By providing a graduated level of services, beginning with basic needs, participants will matriculate through the different program phases, with each phase building on its predecessor, ultimately preparing a participant for self-sufficiency post program exit. By offering documentation assistance, supportive services, paid work experiences, housing, legal assistance, mental health, cash assistance, career readiness training, career exploration, and other appropriate supports, program operators will be responsible for placing program participants into stable unsubsidized employment, post-secondary education, or long-term training.

The Chicago Cook Workforce Partnership is issuing a Request for Proposals for qualified Workforce Innovation and Opportunity Act agencies for The Reentry Navigation Initiative: The Road Home program.

Proposals must be submitted by 4:00 pm CDT on Monday, July 19th, 2021. Proposals must be submitted electronically per the instructions in the RFP.
